It should be ranked a bit higher in my opinion. Around 3 stars. It has a bit less than vanilla stats but at least it powers up with shouts. I have never get the dragon slay effect going.
In Arena I give it 2 stars for the stats. It is not the worst choice compared to synergy cards.

This card should be a legendary unique. I mean lore-wise. And of course it should be much better.
