It's good but it most certainly isn't OP.
Firstly: You need to have 2 creatures to play and depending on how you draw you might not get the chance to use it at all.
Secondly: It only fires off once per turn so you forces you to hold back on playing something beyond that if you really want that +2/+2 which can make the difference between victory and

Cheap card. I can't wait them to nerf it.

5 cost +2/+2 - 4 cost +2/+1 - 3 cost +2/+0 or +1/+1 would be balanced numbers.

Not fun to play against. Just need to build around it with low cost draw cards and it's stupidly overpowered.

This whole Hlaalu Plot mechanism is insanely OP with this card. Just one easy cheap example: Play Hlaalu Oathman or a 0 cost creature, then play Lower Canton Smith (with Haunted Manor on the field ofc).
Devs made aggro OP. Until now aggro had weak point. It was fast and strong and had many creatures on the board quickly but the creatures were mostly fragile. Not now. Now Aggro fills the board quickly with cheap AND BIG creatures. Now they are just laughing at Fire Storm or even Ice Storm.
hlaalu agro is just killing it in the meta right now. very boring games

that would kill this card more or less. Why would I play a 5 cost card that gives +2/+2 to the 2nd creature I summon when I can play a 5 cost card that gives +1/+1 to any card on the field

Manor is a strong card but in my eyes not OP
insanely OP! got no counter because of the low mana cost... a too common situation when my opponent plays this at turn 2 with mana gem and i cant do sh*t till 5 cost shadowfen priest what i have to waste on something else or i allready lost. this is 3 free turns to spawn 3 insanely op low cost creature (like turn 3 with gem.: thieves guild recruit+mournhold traitor) with cards exists like this a divine fervor for 5 mana should give 2/2 instead of 1/1

2/2 for every creature on the board for 5 magicka or 2/2 for 1 creature every turn for 4 (formerly 3)? Which would you choose? Manors buff will come online one turn later, or you have to use it on chargers. Fervor can be put down before attacking with your creatures to get it's full effect in the turn you play it.

Manor has been nerfed to 4 cost now anyways but it has not been the OP card before and will definetly not be now.
