Unlike typical Tribunal, this deck is very creature heavy, which enables us to run cards such as Bruma Profiteer and Tribunal Oathman to take advantage of their effects. We also run an Apprentice Necromancer shell, with Karphspire Scouts for a powerful cycle value, Crown Quartermasters to help trades and to trigger Expertise, and Moon Bishop for life gain. Two drops are mostly staples, with Guildsworn Revitaliser benefiting from a range of actions, supports, and generated items.
The supports are a main win condition of the deck, aside from Conscription of course. Fervor and Amulet obviously benefit from all of the cheap creatures in the deck (Fervor is an absolute powerhouse in this deck), while Altar enables us to churn through our deck quickly. With 7 supports in the deck, it is highly unlikely that our opponent is capable of removing all of them, and if a Fervor or Altar sticks, it is basically game winning.
Most of the rest of the deck is staples, with the Necromancer package, core Tribunal removal, and other anti-aggro tools. I also included Miraak to steal the odd game (literally).
All in all, I find that this is a strong deck with well-rounded match-ups all round and no clear weaknesses. The strong early game package, tons of life gain and ample removal give us a strong chance against aggro, while Conscription can be back-breaking to deal with for control. Combined with Move Monk, this enables me to grind about 200 legend ranks from mid 300’s to 164 at the end of the season.

I wish there was a way to add Vicious Drough or Dismantle without dropping something better but I can’t see anything. The Shadowfen Priests will have to do – maybe dig them up quickly with Camel. There are so many supports in the meta now!
Since your early game is yellow heavy i would suggest to put some Priest of the Eight for early game. Wilds Incarnate and Queens Captains would fill your hand in mid game.
