That card is pretty bad (a more expensive Firebolt that can't target Shadow Lane). The only advantage is that it makes your OTK-turn a bit cheaper. The OTK happens quite late in the game after you have filled your graveyard and ramped enough to OTK with Viper (or Necromancer->Viper). In addition Conscription would pull this guy from your deck, so you can't hold it in hand until the OTK turn.

Maybe it's me, but I tried this deck and went 0-5 at higher levels. No for I.

Meta in high legend can be different from low legend and from pre-legend. it is not uncommon that deck that works in high legend won't allow you to go from rank5 to rank2 in reasonable timeframe. Unless you play a braindead aggro, that one can be played anytime.
People that got to legend but don't bother grinding to top legend often try some different/alternative and gimmicky decks, which partially contributes to different meta.

How does the OTK actually work? Is it huge Atro + charge or there is something more than that?

Yes, you play Flesh Atronach, Territorial Viper and Mentor's Ring (15 magicka combo) to give the Atronach charge. If either Atronach or Viper is in your graveyard, you can revive them with Necromancer (reviving Viper means you need 17 magicka for the combo).
