I had this old Ramp Scout deck I used here and there and was like - wait a minute, what if I try to update it for alliance war? And that's what I tried. It is quite cheap and I tried to keep it as budgetfriendly as possible. Dark Brotherhood isn't a must but it is definetely recommended.

If you have more powerful cards, you could replace them with another card here and there. I personaly like to use Red Bramman, Alduin and Ohdahviing.

I can imagine Tazkad being not too bad here too. Same goes for Nahagliiv and Pure-Blood Elder

I personaly also like to use Sails-Through-Storms and an Iron-atronach but that depends on your taste, both have advantages and disadvanteges.
If you want to set your focus more on ramping you could also use Hist Grove.

How to play it:
whenever you have a card that increases your max mana 90% of the times you want to place it. Especially in early game it can help to build up a Mana Advantage. Always try to combo your dragons with Woodland Lookout for that tasty heal. You should use the shouts as support, I personaly also keep one soul tear always ready once I play Paarthurnax to get more shouts after he is dead.
