You might ask yourself how does that work but it's actually pretty simple. Here is a little guide.

1. Purpose
2. Card Choices
3. Gameplay

1. The deck is designed to have a good match up against a lot of control decks while being also good against aggro. A long match is the best for you because your deck scales into the later stages of the game. Skeevers and Stealer of Secrets are your main win conditions.

2. Card Choices

- Skeevers: They're the reason for the cycle because it makes them extremely consistent.

- Every form of cycle is important for the deck. You have to choose your favourites.

- Stealers of Secrets: You've unlimited actions which means that they've an unlimited value. Use them after your opponent dumbed all his resources into your Skeevers.

- Crystal Tower Crafter: He can get extremely out of control and has the potential to snowball your opponent.

- Removal: Choose it based on your encounters. This deck runs triple Fire Storm to have a better match up against aggro decks.

Why not Peddler?
Use them instead of the Abecean Navigator. They might be better but I tend to waste spells just to get the draw. You shouldn't do that especially against aggro. It's fine against control because they might just kill him after your turn.

The gameplay against both archetypes is pretty simple. Against aggro you've to prevent every form of damage and against control you've to be focused on your Skeevers.

I hope you will have some fun with the deck. It's pretty cheap which could be useful for new player. Sadly it needs a lot of cards from the new expansion.
