Tell me honestly: how many times were you able to find this "0-cost Elusive Schemer" in your hand? Once? Maybe twice?
I understand why the rating for this card is so high: if you are lucky, you get to summon free creature and then draw a card (for free, as well). Sorry, but this never worked for me. Not even once.
Other than that - the 3/1 creature is too weak to cost 4 magicka.

After some thoughts, I reconsidered. The longer you play, the more crucial the amount of cards in hand becomes. There is a reason Daggerfall Mage was made a Legendary card.
I can't quite explain the mystery behind this, but every time I play Elusive Schemer, my opponents try to smash him as soon as possible, ignoring other cards on the field. Which leads to more summoning and more cards in hand.

P.S. Plus, lore-wise, this dark elf is totally badass. He is practically immortal, since he always comes back with more schemes. Unless he is silenced, of course.
The 0 cost Schemer can be fetch with the Skulk btw

IMO, Goblin Skulk + Schemer + Swindler's Market is a nice addition to any deck based around 0-costs.
