I still have doubts about this one.
From one side, it is sometimes good to be able to draw new card (especially later in the game).
From the other side, there are better things to spend 2 magicka on.
Some good strategy would be to summon a couple of Ice Wraiths and generate spikes in ridiculous numbers, drawing new cards again and again. The core story mode actually has a scenario where your opponent does exactly this. If you don't do something about it early on, things will spin out of control very fast.
It is a good card for aggressive blue decks to get the last bits of damage and eventually cycle into another finisher like Lightning Bolt. You can also play it very well in action-oriented blue decks together with Lillandril Hexmage. Four stars for ranked ****

Totally underutilized. Actions with draw are under-exploited in Therana/assassin decks. Imagine the possibilities...
