Basically a more versatile version of Desperate Conjuring

The big difference between this and Desperate Conjuring is that with the latter you sacrifice the given creature which can be an important difference if you use it on a creature with Last Gasp (Indoril Archmage )

The other big difference is that you can target enemy creatures with Tinkering to eliminate guards or something.

Also, Tinkering can be very brutal with Supreme Atromancer. Cast it, turn it to a 11 cost creature. There are only 3 in the game at the moment, all with very cool summon abilities. Divayth Fyr, Miraak and Dwarven Colossus. The summon ability triggers, then Betray and get a 12 cost creature. There are 4 at the moment. Dagoth Ur, Ohdaawing, Paarthurnax and Iron Atronach. So all in all, Tinkering can make a devastating combination at 12 mana with Atromancer.

also using it on mantikora with 12 magicka (ideally with a 0 cost tinkering by way of mage's guild recruit + balmora spymaster as the sacrifice) can turn the game around real quick
Also it cannot be used to make the target of your Mecinar's Will into a creature of your own. Desperate Conjuring does sacrifice the creature so the new one is your own
